Remove Stair Cove Molding to Install Runner?

Renovating a 1920s colonial home and there is cove molding under the nose of our entry stairs. Looking to have a runner installed and the installer said the cove molding must be removed for him to install the runner. We were hoping we could just remove the middle section where the runner will go but he is saying the cove molding needs to be removed from the entire stair before he can install the runner. Our contractor does not believe he can remove and reinstall the existing molding as it will likely break during the removal. Is it standard that cove molding must be removed to have a stair runner?
