Round Up can work as a stump killer but there are others out there which work better/faster. RU absorbs into tissues and destroys chlorophyll. It's most effective applied to soft tissue, but has an effect allowed to absorb into the holes in a stump. If you were killing Algerian Ivy, spraying it on wouldn't work due to the waxy cuticle on the leaves and stems. Wounding it as Anita suggested to create tissue which doesn't have the waxy skin so the stuff soaks in, works very well. Using those stems/canes as "straws" or "wicks" to draw the solution out of a container full of the preparation works wonders! It's actually part of the instructions on the super concentrate (as opposed to the garden use concentrate) for use on woody vines, ivy, poison oak/ivy, etc. I've used it on very mature, enormous Prickly Cucumber that way with great results. Spraying them worked, too, but required four applications. If it will knock this stuff down, it will work on anything! Applying it with a hose end sprayer, I've killed the regrowth from a huge California Pepper (three foot trunk) we couldn't have removed from the hill due to the steep slope and too loose soil. Appears to be a climber and severe pruning during the active bud & bloom cycle can stress the bush as much as the Round Up. I would prune back the dried tips/terminals that won't form buds and that might encourage some new laterals and leaves. You probably won't have much, if any, of a spring bloom with that much impairment. In my low-desert climate, that would be detrimental as we're already closing in on 90F days and the roses need those leaves to guard against sun damage and drying winds. You can't reverse glyphosate damage. A wood-slat fence is going to allow airflow... good for reducing powdery mildew outbreaks, bad for spray damage. While I wouldn't think a flea & tick spray would cause that kind of damage, you'll often find that and termite treatments are common along shared fence lines. That still looks like vegetation contact killer, not fungicide or pesticide damage, IMHO. Arizona and California haven't had reports of RRD that I know of. Most of our roses are grown own-root or on Dr Huey rootstock. RRD is more common when r. multiflora is used as the rootstock or in the heritage, I think. If your climate is hot like mine, you might consider erecting some type of shade structure until the bush has recovered.

For Lynn, The vector mite for RRD was described before RRD was discovered. That mite was found in a rose hip in a canyon far east of San Diego. The official scientific description was by Kiefer who described many, many mites in the same genera from the southwestern USA (and he confirmed the P. fructiphilus name for mites that were found on roses with RRD in Nebraska much later.) There are reports of RRD in the mountains of California on wild roses and near Salt Lake City on a wild rose as well as reports from Wyoming. You are wise to isolate the rose. I'm not sure what the problem is (although I worry also about the loss of vigour for all the leaf loss by the leaf cutter bees.) If you decide to cut off the funky growth, the plants response should give you a good indication of what is going on, because RRD growth will be faster than you expect and probably uglier. Ann ETA Ask over on Antique Rose Forum about how soon Young Lycidas initiates the breaks at leaf axils after the blooms are spent, it could be different that we are used to, but it creaps me out that you have so many breaks down stem from where the rose hasn't even bloomed yet.
