After Suggestions for rural (long) driveways using bushes or shrubs ?

Hi.

We have 3 long rural driveways ( that I need to vegetate/landscape - however, as the services are all trenched along one side (eg gas/water/sewerage/electricity) it has been strongly suggested not to plant trees because of their deeper roots. I would have put in some type of ornamental pear as I have 3 driveways of approximately 70 metres to do, however, to avoid any issues would love some ideas for bushes/shrubs. I can use a lillypilly, photinia/dense fence (viburnum) hedge but open to using another plant enmasse. Any help or ideas greatly appreciated:). North Eastern Victoria (Australia) location, so hot, dry, clay type soil.
