Suggestions for old gravel driveway?

Help! We have a gravel driveway (no longer a driveway) that runs along one side of the house. That side of the house is 28 feet long and gets full sun. I want to create a foundation garden there to hide the foundation with a mix of evergreen shrubs and full sun perrenials. We have used cement retaining wall blocks in other places around the property with great results. Can I just build a short wall right on top of the old gravel driveway? My husband says no. But the thought of digging through the gravel driveway sounds like a nightmare.

Another thought, could I just build up a raised bed with no walls right on top of the gravel with good garden soil and lots of compost? Start high on the foundation and slope down and out about three feet? I would run a path along the border. Would the soil just wash away? Help!!
