Seed start fail

I ordered some snail vine seeds (Cochliasanthus caracalla) from Baker Creek seed.

I put them in a warm window, put a plastic bin over them (until the condensation drippings made a mess on my table) and nothing in 3 weeks.

I contacted them and they said they were out of stock, and apparently, I didn't have it warm enough for them to germinate.

I have searched the house for the heat mat that I used to use, but probably purged it in our move 4 years ago.

They said if I can do an 85-90* they should germinate in a few days.

I really don't want to buy a heat mat for 6 seeds. I buy starts for my veges and don't really want to do stuff by seed. Should I just ask for my $ back?
