Would Aucuba survive in your zone? Viburnum tinus? And here I would say Mahonia, maybe Mahonia 'Winter Sun', but I understand some Mahonias are invasive in the US. The native M aquifolium aka Oregon Grape will do in shade but is fairly low growing.

You have a 20 foot high chain link fence. I guess I should have put a question mark after that sentence. Twenty foot high fence...????.....WHY! So I go back and read it and think maybe its not 20 ft high...its 20 feet of fence....20 feet long. I hate chain link fences....they do nothing for a property except maybe keeping a dog contained...or you like planting vines to grow up. Now to add to the fence, you want to plant something that is in a area of high shade. There is many palnts that can take shade...even heavy shade...as long as the sun is overhead some of the time. White cedar is a hedging material that will grow fast when planted at the height of 3 to 4 ft. Depending on how much hedge you want, cedar (U.S. readers call it 'arborvitae), will grow upwards...10 ft..20 ft....and has to be clipped annually. It has no pests that will interfere with it....it is not a hungry for water hedge so you can plant it pretty well anywhere. it is an excellent privacy hedge....birds love it in spring because it grows so compact.

I can reccommend also Leatherleaf Viburnum, Pieres Japonica, leuocothoe (rainbow is a nice hybid variety), Acuba, Mahonia Aquaflorim, they have developed some new Camelias which are more cold hardy, you could look into them. If you get a cornus florida (native to america) be sure to get a named variety because they tend to be more resistent to powdery mildow and other diseases. I have several Kousa dogwoods (native to korea I think) 'Milky Way' has done well for me. I have both native and kousa in my yard and I get a prolonged bloom because the kousa blooms just after the natives. You might try planting some bleeding hearts mixed in with Hostas. You can get the spring bloom from the bleeding hearts, which will then go dormant in summer (unless you get a hybrid named 'Luxuriant', which blooms all spring and well into summer) and the Hosta leaves will fill in the bare spot left by the bleeding hearts. The same can be done with blue bells and anemones. Astilbe, lobelia cardinalis, huechera, tirarella, lenten roses, japaneese peonies, are nice plants for shade as well. I love shade gardening because of the foliage combinations which are possible. Keep in mind that I am in the southern edge of Zone 7, you should check the hardiness in your area.

Leyland cypress are beautiful, but they get HUGE (can be 15 feet wide and 60 feet tall), and they are bagworm magnets, at least here. They grow so fast that they'd work you to death trying to keep them pruned any smaller. Not to mention the fact that you'd need a cherry picker to do it. If you want a conifer look, I'd suggest Arborvitae, Emerald (or Emerald Green), also called "Smargd". It is 10 to 15 feet tall, but narrow, about 3 feet, and absolutely carefree. It will grow in any light exposure from full sun to full shade (I have them in all). You could also go with hollies. Burfordii is nice and the size you want. It has beautiful form and color, and the berries are a nice bonus. Foster Holly would be another possibility. Some other possibilities are Banana Shrub (Michelia figo), Camellias, Gardenias (they won't like competition from other trees), Ligustrum, and Cleyera (one of my personal favorites for hedging).
