NO, I'm not her! Any idea what Government office to contact for this?

This is an issue that's dragged on for a lot of years...OK so a while back I went to renew my DL at the Ohio BMV and they said there was a block on my name from PA that I had to straighten up. So, after many calls back and forth, I finally found the department in PA (the bad person lives/lived there) that could help me. After sending PA every document to identify myself, I was able to get a letter to give to Ohio's bmv office and I was able to get my DL renewed. Apparently there is some woman in the state of PA that was born on the same day and has the same last name as I have and a similar but not the same, first name. The lady said I should hang onto that letter for the future and I'm glad that I did because two more times, I have had to use it. So now I'm just getting angry about it and thinking "enough is enough" already! What happens when they decide that letter isn't good enough?

Anyway, the person must be an escaped convict (HA!) or something and she is from PA. I live in Ohio and have never lived in PA in my life. When I contact Ohio, they tell me I need to contact PA about this and when I contact PA, they tell me it's Ohio's fault. It seems they don't know how to get this taken care of "just show that letter you got". They really do not know who I need to contact.

Does anyone have a clue who best to contact?(where to start?) I was telling a lady friend of mine of this issue and her brother had this happen as his name is Mike Smith..HA! Of course she had no idea how he straighten it out other than he did get it straighten out.
