Small scale irrigation - vegetables

Hi! I am trying to cultivate a piece of land but the weather is like raining a lot from October to February (winter) and then it is very dry to the point the vegetables will not grow well from June to September, when it kicks in again the rains. They then grow but winter comes and kills them all. We have a 3,000 liter water tank, that is full from rain water in March each year. The area to be irrigated is small, five 20m x 1 m strips where we add mulch and compost.

Questions:

I am not sure the 3.000 liter rainwater tank will be enough to irrigate those five strips from beginning June to end September. How to calculate this?

Also, what would be the most water sparing irrigation system? There is no power at the place and the irrigation would be done by gravity, the tank is a bit over the soil level.

We cannot go there every day, only during weekends.

The tank is not close to the vegetable land strips.

We cultivate: tomatoes, cucumbers, pepperonis, peppers, strawberries, potatoes, kales and similar.
