What's up with my broccoli?

We eat lots of broccoli, almost daily, since about forever. Never had a problem until sometime last fall, when once in a while the center flowers of some of the florets would be brown. And would taste horribly bitter, if the person cooking hadn't noticed and pinched out the discolored bits. Was it a seasonal issue? Apparently not, because we're still getting bad broccoli. Not all the time, but often enough to be a bother, from any of the several groceries we shop at. Sometimes the rot (if that's what it is) is so bad you can see it before you buy, but often it's so tiny that to spot it, you'd have to manhandle the crowns way more than is polite in a store.

Does anyone else have this problem? What is it?
