Is my Dracaena Marginata beyond help?

I have 2 Dracaena Marginata plants that I've had for 12 years. I recently pruned them by removing the top parts. But I'm concerned about the health of the original stems. The soil looks crusty and the bottom of the stems look wrinkled. But neither feels soft. This one has growth at the top, so I'm hoping it's not dying from the bottom up. I'm guessing maybe over watering and/or root root. Maybe salt stress from using tap water to water them with? And I know they have been in under lighted conditions. Any suggestions??
