Wood shims under quartz countertops

We had new kitchen cabinets and quartz countertops installed, and we noticed that plywood (?) shims were used underneath the counter. In certain areas they’re hidden quite well but at one end of the countertop, I find it looks kind of sloppy/unprofessional. Pictures attached.

Are these kind of shims commonly used under quartz countertops? My understanding is that shims are more commonly used underneath cabinets, but not countertops. I know the counter installers came in to take measurements about a week before they installed and there was no mention of the cabinets not being level, etc. so I’m not sure why shims are required. Insight/advice much appreciated!
