What is eating my rose stems?

Hi folks -

On a few seldom occasions the past 2 years, I've had what I initially thought was a neighbor trying to punk me - basically cutting rose stems and leaving the stems on the ground near the plant. I'm realizing now that I think it's a critter doing it, but what the heck critter would want to nibble the stem in half, and I don't believe they are eating anything else? Pics attached. I've heard maybe deer might do this but I don't think deer have access to these plants inside our fence, although it's possible. I would think a deer would want to play around near thorns. Any thoughts greatly appreciated. thank you!


The first pic shows how I found the stems strewn about. In the last pic I had lined them up just to show them better. And a few closeups of the stems broken off. This happened all in 1 night.
