Rose slugs are chewing off the lower surface of the leaves, leaving the top membrane as a translucent white window. Just wipe them off with your thumb, or spray with spinosad. Buford, I'm surprised an experienced grower like you isn't familiar with these. Your own garden must have some magical power to repel sawflies.

Very likely the white spots are where small rose slugs have eaten off the lower surface of the leaves, making the area translucent. When they grow larger, they make angular holes. Just look at the underside and wipe then off.

I went out this morning just now, it is just light, with my magnifying glass, turned over a lot of leaves on many bushes, and there are some with lesser damage on the other side. Here is what I observed. No evidence of tiny wormlike or sluglike creatures, doesn't mean they aren't somewhere. A line under a leaf section of what looks to me like some insect eggs hanging from tiny webs, all exactly the same length, a whole row of those, only that one area of that so far, can't estimate the size because it was under the magnifying glass. Then I saw one tiny grasshopper, maybe a leafhopper. My daughter is supposed to bring some baby hawks over this am en route to the raptor center, so I'll ask her to take a look, too. That was the first thing she said last night. Aphids. So it appears I have multiple problems, and I'm not ruling out rose slugs. Oh do I hate to spray with all the bee problems and other beneficial critters, will definitely not use that Bayer stuff you put on the ground that is absorbed by the plant because I googled a post that said it drives the earthworms away, but I guess I'm going to have to decide on something. I never sprayed before other than that ortho powder and hoped I'd never have to, don't even have a sprayer, don't have a clue how to use one. I had aphids on my nasturtiums years ago and despite that ortho nasty powder I whooshed out of the squeeze container on them, every plant died, and I never wanted to grow them again.

Hi, It could be both. But they do like to be kept moist, so I dont think thats it. They are very susceptible to spider mites indoors. You should be able to see them clearly by looking closely at the leaves & underneath the leaves. You will see little webs and small red/orange dots on them-those are the mites. They are very hard to treat, you will need a powerful fungicide. Follow the directions on the bottle and follow up if needed. If you dont have mites, let the rose go another day or 2 without water. You may also want to keep it on a moist pebble tray for humidity, but ONLY if you dont have mites. More humidity means more pests. Minis are just difficult to grow indoors for any length of time.
