Dijon style mustard recipe

I got re-inspired to make mustard after reading about Sleevendog's Pickled Mustard Seeds (which I will try to make later), partly because the mustard I like is so expensive. I found this recipe on YouTube but am not sure if I should follow it exactly. I reduced it by half:

Ingredients for two (8-ounce) jars of Dijon:
1/2 yellow onion, chopped

1 garlic clove, minced

3/4 cups white wine

1/3 cup white wine vinegar

1/2 cup water, plus more as needed
1/2 cup yellow mustard seeds

2 Tbsp dry mustard

1/2 teaspoon salt

1/2 tablespoon garlic powder
Add chopped onion, garlic, wine, vinegar, and 1/2 cup water to a saucepan and bring to a boil. Reduce the heat and cook for 15 minutes. Allow to cool off heat. Strain out onion and garlic and discard or save for other use.
Add mustard seeds, dry mustard powder, salt, and garlic powder to strained liquid. Allow to sit for two days, covered.
Pour mixture into a blender and blend until smooth, or use a stick blender. Remove to a saucepan and cook on medium heat for 10 minutes, adding water as needed to maintain the correct consistency.
Put in jars and store in the fridge for one week before using.

What changes would you make to this recipe? Is it really necessary to cook it at the end?
