Sombreuil (Colonial White) - Stay or go?

I've been disappointed so far in my Sombreuil rose. I believe I planted it back in 2013, so I've had it long enough to evaluate. You can see in the picture how big it is and where it's planted. I wonder if it is just unhappy in this location. It's at the edge of my driveway, but behind the fence is a very shady garden with rich, moist soil thanks to the overhanging pear tree. I would think most of the roots would be growing direction. Plus, this is an east facing spot, so gets afternoon shade. While it hasn't been as vigorous as I expected, it certainly lives up to its disease free reputation, although the blooms are often marred by brown petals and at times suffer from balling. I imagine thrips are to blame? I don't get much fragrance from it either. I'm going to keep an eye on this rose and am considering a replacement. What has been your experience with it? Should I keep it and give it more time?
