New home exterior offset wall waterproofing

I have friends that are having a house built and it has a second story wall that is "offset" inwards about 18" from the first floor. The house is bricked. The offset is covered by an overhang with metal roofing. Water is currently getting behind the wall and leaking in the first floor ceiling. Does anyone have an idea how an offset like this is normally waterproofed? I assume a membrane of some sort has to be applied across the vertical / horizontal / vertical transition. Any guidance, codes, or examples are appreciated. Thanks, Steve
