Insulation dilemma: R38 min needed, batts are 12", joists are only 2x8

I am insulating my flat roof from the inside. The joists are 2x8. The plan is to first put rafter vents to create an airspace. That takes the depth of the joists accessible down to 6.5". The only batts I can find that are rated R-38 are 12" deep. That will leave ~5.5" of insulation sticking out past the joist.


1) Is this ridiculous? I haven't seen any photos where insulation sticks out further than the joist, though with my drop ceiling below, there is the physical space to accommodate it.

2) How do I support the batts as friction will not be on my side? Insulation support wires? Chicken wire? I'm going with the Knauf R-38 Ecobatt from Home Depot which I think is on the heavy side.
