How to finish cement board for painting

I have a home in a flood plain. There is no living space on the ground floor, but there is an entry foyer which is an enclosed/insulated part of the house. To meet FEMA requirements (which my county requires), no drywall (or plywood, or fiberglass insulation, etc) is allowed on this floor, so I screwed 1/2" cement backer board to the studs, and insulated behind that with foam. I had planned to just use joint compound to smooth the walls, but it has dawned on me that may turn a bit soupy if there is a flood (which there will be...someday). I don't want to tile the whole thing, and I don't think I'm talented enough to parge/cover it with cement and have it look good.


So...any suggestions on how I can finish this? Idiot-proof parging? Waterproof, sandable joint compound or plaster? Thanks for any suggestions!
