Restoring old windowsq

I’m considering buying a condo on the second floor of a very old building in the historic district of a large eastern city. The windows—especially the three in the front of the building—are in horrible shape, with the wood so badly rotted out in parts that I’m not sure it will last much longer. The building is not in any historically protected status.

Is there anyone who can advise me on how one would go about replacing or restoring the windows? We’re thinking that we can just replace the bottom halves, but I don’t know how that might work, and I’m wondering what it might cost—ballpark, of course.

Other windows are in similarly bad shape, but these three really need to be dealt with urgently.

I would love to proceed with the purchase of this home, and I’m getting what I was hoping was a very good deal. But fixing these horrid windows so that they end up looking as beautiful as they should—-I don’t know.
