Bringing in new houseplant and leaving bugs and pests outside

Hi everyone, I just purchased a nice Dracaena Marginata to put in my living room. The previous owner had this plant outside and I'm concerned with bringing in unwanted insects that are in the soil, especially since I've recently eradicated the mealy bugs and gnats from my existing indoor plants. What do you all recommend I do before bringing the plant inside? Although it's a lot of effort, I was thinking of spraying down the tree and re-potting with fresh soil or I can replace the top few inches of soil instead of re-potting the whole tree. I also have neem oil that I can apply to the soil. What do you all recommend. Thank you in advance! Here's a pic of the beautiful Dracaena Marginata
