My peony bushes--a year later!

In July of 2018 my son sheared one of my two holly bushes off with his new zero turn mower--leaving just a couple of inches at the base. I posted a picture to this site and was relieved to hear it would probably grow back and to give it some time. It is looking better this year, BUT...


I only covered this same bush (front south side of our house) for the winter to keep it from frost damage; this year the second bush (front north) of our house has been severely damaged. I am assuming because the other bush must have provided it protection from the wind.


My question is "what steps should I take to bring it back to it's healthy state" in previous years?
