Where is the light fixture in this scheme? How is the second switch wired? Where is the incoming power wired in? Is this the end of the branch circuit or does the power feed through to other devices? Might it be a four-way setup? There are several variations on how to connect a three-way light so you need to know how the other elements are connected. I recommend that you study a book on basic residential wiring. There should be several at your local library or you can find them at home Depot, Lowes, etal. Your web browser should also be able to find a few illustrated explanations.

Assuming you want to keep the switched outlet separate from the fan and light operation, you need another switch. If you want the outlet to be on the same switch as the fan light then you can proceed with two switches. "1b, 1w, 1r, 1g going to the outlet". Is this a 3-way outlet? That is, is there another switch elsewhere that controls the outlet?

I'm a total amateur but it does seem a bit unusual for SWITCHES to all have two sets of wires. Usually power goes to the device being switched, then down and back to the switch, so there is only one piece of Romex coming into the switch. I doubt disconnecting one will be a good idea, it's that way for some reason. You can verify whether it's actually two hot wires, or as randy said above, the second is actually carrying power to down the line. Shut off the breaker, disconnect one set of wires from the switch so they are not touching the other set (or anything else!), turn the power back on and check the voltage on the two sets of wires. I suspect you will find one set is hot and the other is not. In which case, don't mess with what isn't broken.

"Radiators" are not themselves a legitimate ground. The operative stuff is in Art. 250.130. Your heating and water pipes, while required to be bonded to the building ground system, are not legal substitutes for a ground for grounding branch circuits. The only time a piping is a part of a legitimate ground system is the first five feet of where a metal pipe enters a building from underground. You can connect to a different branch circuits ground (if it has one), or to some accessible part of the buildings ground system (ground rods, or the water pipe within the first 5 feet). Other than that a GFCI will allow you to plug in grounded plugs with occupant safety, but as DavidR points out, that the surge protection is enhanced when there's a real ground there.
