Midwest basement without HVAC but has baseboard heaters. Weird, or no?

Tomorrow I'm having an inspection done on an upper midwest home that was built in 2006 and is 2,800 sq ft. The basement, which was finished out later, does not have HVAC ducting installed! Instead, there are two electric baseboard heaters in the space. Is this weird or even possibly against code? Or might it be completely acceptable? Winters tend to be around 0 and summers 80, at times reaching -20 and 90, respectively. The 800 sq ft basement does have daylight windows and so is partially exposed. I am trying to make a sound decision whether this is the right home for me, and it my first purchase, so this is all new to me. I could consider adding HVAC ducting to basement later on, but that would be such a pain, would it not?
