You can't hang a rod higher than that soffit wil allow, so that is as high as both can hang. Period. You look to have a full foot above the problem window, so what is the problem?

Who says you must have curtains ?. Have a shade! What room is it?

It’s a long and narrow livingroom so I wanted the higher curtains to make the room look more spacious. I thought shades would look weird with the black frames on the windows. I face a main road and there’s a new building starting construction next door, so I need privacy that still lets in enough light.

You've got enough room - hang the rod as high as you can beneath the soffit. Drapes will really help to soften up that space.

I know you said you don't want shades, but these windows have such a sleek modern look, I think shades would look best. if this was my house, I'd do "top down / bottom up" pleated shades. like this, but more opaque.

I don't think the windows need curtains to "soften up" the space. your kitchen looks beautiful, and the addition of furniture / plants / accessories will go a long way.
