question about insulation in attic with storage

We are looking to get our attic insulated, possibly cellulose or fiberglass. We want to use a small section of the attic as storage. There is already some decking above the floors in the attic, tho not high enough (prob 6 inches ?) to be able to blow insulation underneath. There is minimal insulation under the decking. We do not want to tear up any of the decking. Some of the contractors say that we can mark out an area in the attic that will be used as storage and they will blow insulation on top of the existing decking, everywhere but the marked storage area. The other option is to build decking on top of the insulation to be used for storage but trying to avoid this as this would require more work. Does this sound reasonable?
