Basement floor- slate tile... heat or insulate?

Live in Baltimore, MD and the basement slab is approx 7' below grade. Assuming ground temp is typically 55 degrees... Really need it in Nov-March.


Question:

Do I spend X to insulate under the slate tile areas as a thermal break to kill the cold from the concrete? Rely on air temp to keep warm.


Or do I spend (X*2) to install electric heated floors?


Anyone have experience just insulating the floor with a 1/2" Wediboard or Kerdiboard?
