how to let tall fescue go dormant without killing it in hot summer?

Due to poor irrigation, part of my Marathon tall fescue died off and was overtaken by a huge mat of bermuda grass. It was getting SOME water regularly, but not enough to keep the fescue green, and it suffered during the past few hot summers.

So I read about letting the fescue go dormant by withholding water.

But clearly that didn't work in my case above.

ok, so what was I doing wrong? No water = dead.

How do you maintain dormancy without weeds taking over?
