Bathroom Faucet Whining

We have installed a new tub and Brizo Siderna tub faucet set that whines when the faucets are turned on full. The plumber looking at it reports that the problem is with the Brizo spigot not the hot & cold faucets or valves. He says b/c there is too much water pressure. When either one of the faucets is turned on full there is no whining but begin to turn on the other and the whining begins.
He says that the Brizo spigot opening is too small to handle the water flow and the only remedy is to reduce the pressure to a level where even at max faucet flow that there won’t be whining. At max faucet openings the flow is decent but at a single faucet opening the reduced water flow is pretty small. Is this a design problem with the Brizo or is there another solution?
Also, this tub is on the 3rd floor of an 8 story condominium where water pressure is maintained by a 1st floor pump system.
