What is this white stringy stuff clinging to the bark in my container?

Most of my trees are in 1/2 wine barrels. I was going through them, scooping off the top layer of bark and perlite, adding some slow-release fertilizer and compost, and placing the bark/perlite back on top. I do this once a year and the trees respond nicely.

This year, I've been noticing a stringy white substance on the underside of the bark and on the side of the barrels. The trees are also looking stressed (part due to my neglect I am sure).

1. What is this stuff?

2. What do I do about it?

3. How could/should I have prevented it?

4. How debilitating is it to the trees?

It doesn't look healthy. Thanks for any info/advice.
