Floor for flood prone basement

Heavy rains this last week left us with a basement that totally flooded (seemingly from the ground up). It's the second time since we bought our home two years ago. The first time we ended up pulling up the carpet, grading the foundation a bit, and getting new carpet. Most probably a mistake, but you live and learn.

Initially we thought to replace the pad and have the carpet reinstalled and cleaned, but after seeing just how much water was in the pad itself, I am skeptical of this solution.

The floor underneath is most probably some sort of asbestos tile that we have no intention of touching.

Considering a floating click vinyl floor. Is this the most practical solution? How DIY of a project is it? We're in the middle of a kitchen remodel and our budget is limited. This is the kids playroom.
