Planting depth ?

I have a sloping area that is that is currently covered with creeping phlox. It looks great when it is in bloom but sort of blah after the flowers are done. I'd like to rework this space by adding some conifers. The soil depth varies between 2-10" followed by solid ledge. I could add some dirt to increase the soil depth. The plantings won't sit in water because it will run off towards the grass, but I am not sure if conifer roots need depth. What is the necessary soil depth that would support conifer plantings?
