Fighting back my neighbor's ivy

Hi. There is a small easement between my property and my neighbor’s for the power company. My neighbor has ivy on her fence and as you can imagine, it rapidly takes over the easement and starts coming through my fence. I just went in there with a pickaxe and cleared out the roots as much as possible, but they will likely come right back.

So, I’d like to plant some native xeriscape ground cover in there to fight back the ivy. There’s no irrigation back there, so I’m looking for something I can water to get established and then let go. Soil is very heavy clay and rocky (we’re at the bottom of the Santa Monica Mountains), but two large trees have been dumping their leaves in there for decades, so it’s rich with compost and hummus. Shaded for much of the day, but intense sun midday in the summer. Temps regularly over 90 July-October and dry.

Also, has to be low enough that it doesn’t impede the power company workers when they need to get in there.

Not native, but I was considering rock rose (cistus)
