Climbing rose has only one cane

Hi. I have two climbing roses that are growing with only one cane, and I am not sure how to proceed. I don't know much about the specific roses, but I believe they are grafted, and have been in place for about 6 years, and haven't really been pruned much: they are very tall, and only flower at the top. I want to do a better job training them, but I am not sure how to start with only the one cane (which is fairly thick but not so thick as to have bark for example)... and I worry that if it is grafted, I might not be able to encourage multiple canes. Any advice? Should I cut the one cane, and if so, how low? Thanks!
