Septic Pipe repair and sealing foundation

I had a septic pipe repair done last year, and they had to open up my foundation. My exterminator says that since that time I've been getting some mouse activity in my cellar, although before that I didn't have a problem. When the exterminator was checking the exterior to look for where the mice were entering, he thought he could see that mice were digging underground in the area where my pipe had been repaired. I contacted the plumber, and he said they seal things with spray foam. My exterminator suggested I get the area cemented. The plumber said it was fine to seal the wall, but he said you don't want much weight on top of the pipe. I would appreciate advice on the best way to handle this. The attached picture was taken mid-way through the septic pipe repair. Thanks for any help you can give me.
