When to transplant roses zone 5

Hi,

I am looking for advice on when to transplant roses in zone 5. I have read fall, winter and very early spring. Any advice? I did transplant one last spring but perhaps I waited too long because it definitely suffered from the move. They are about 3 years old and doing well but getting chomped on by deer, no matter what I do, short of fencing them in. So I am going to go ahead make a fenced in rose garden area. We do have a veggie area fenced in which has worked out well. If the area is not too large, it seems to keep them out even if it is only about 4 ft tall. I have read they will not jump it if they cannot see a safe landing area. So I am preparing an area now for them....and also looking for some new roses to add to the garden :D. Thanks for any input.
