Help! Town spread herbicide "Snapshot" (Dow) around hydrangeas!

Our garden club paid (a lot!) to have the front of our Town Hall professionally landscaped a few years ago, and among the plantings are a H. 'Quickfire' (trained to a standard), H. 'Limelight' and H. 'Little Lamb'. They have been in about 3 years. Today, I discovered that the town has applied the herbicide "Snapshot" around the beds, and in researching what I could, it appears that hydrangeas are among the shrubs that do not tolerate "Snapshot" and can be damaged by it. I'm angry but don't know if I should insist it be removed. Our club does NOT endorse the use of such chemicals, plus there is a monarch habitat not 100 feet away. The active ingredients are trifluralin and isoxaben... is anyone familiar with this herbicide and hydrangeas?
