How to block water draining from neighbor's back yard into my garage.

I am in Los Angeles, Ca and live in a 1945 house. The house next to me causing my problem was built at the same time (track homes). The old owners cemented all their back yard and during heavy rains the water seeps under into my garage (one of my garage walls is their back yard wall).

My husband put cements and other as a seal on their side years back but it is now happening again. My wall is starting to deteriorate from the constant moisture. It falls apart in your hands. I put flex seal and not to much comes in under the wall anymore but you can still feel the floor is damp. It is still damaging the wall as the water has no where to go except my way. I'm not asking them to fix it, yet, but do they have to let me on their side to fix it or do something to stop it? The house was purchased almost a year ago. Are the new owners still responsible?

What type of contractor handles these type of issues?
