We bought a new house in RABBIT RUN subdivision in Broken Arrow, OK. There are major drainage issues here. Spectacular Homes is still building but instead of having a plan they wait till there is a problem. The lot next door is sold but they have not built a house yet. There are drainage holes for the surrounding houses all going into the lot next door. Our backyard has flooded twice now and water almost came into our house before they finally added a silt fence. Pic 1 and 2 are the lot next door with multiple drain pipes from surrounding yards. Pic 3 and 4 is out our back door when we flooded. Every time it rains hard we get very nervous. We have a very small yard but can’t get builder to come out and slope our side yard to street. Not sure what to do. We are still under warranty. Any suggestions? Just really don’t know what to do.

I live in a rural area that has no cat bylaws. I wrote my neighbor a very respectful letter outlining the damage her cats are doing in my yard . This is the second time I have asked her nicely . Her cats have sprayed all over my porch, defecated in my garden and dug up new lawn to use as a litterbox. I have had to reach my garden soil with gravel and pull out plants. The cats are now digging and defecating along the side of my house. I have tried to use humane deterrents to no avail . I agree on the trespassing but where I live you would have no chance of prosecution. I would have to go civilly and that costs a fortune. On top of all this, the person has dogs that are holding the neighborhood hostage . We contemplated selling our dream retirement home. My wife is in tears and she's my sweetie. We have been together 62 years.No one messes with my sweetie. I thought about the 1 plus 1 rule. Where the person violates one rule ...there must be other violations. I used to be in law enforcement ...its been a long time. I felt like that Clint Eastwood in Grand Torino....good movie . I am game for Fluffy's owner doing 15 to 20 in the slammer for 3 strikes, but I think civil liberties might have something to say about that. So am utilizing every bylaw and law to take this neighbor to task . So far , they will have to rip out fence they erected in greenbelt, rip down at least 4 encroaching buildings and redo the fencing.This neighbor is facing penalties for other issues that are going to cost them thousands of dollars. Bylaws is all over the dog situation and other neighbors are now fed up and on board with the whole operation . Oh yes, I should mention there is about to be a stop work order on a bunch of expensive renos this neighbor has done which should amount to thousands too. Do you feel lucky.....damn, I think that was Dirty Harry. I digress. There should be laws that require cat owners to keep them indoors or confined to their yard ( I don't really give a hoot how they accomplish this ...check out Pintrest or something) . I also think they should have mandatory licensing and rabies vaccines for cats...just like dogs. Maybe people also....too far? This neighbor also gets multiple cats of both genders and fails to spay or neuter them. This is reprehensible. Outdoor cats have a short lifepan here because of the wildlife , but this neighbor just gets new cats ( or they are being manufactured....who the heck knows) . It seems they are disposable. Disgusting because its just plain wrong . Did I mention that animal welfare is involved?I have no idea who called them ...my Motorola brick phone was on the fritz last week. I should really get one of those new fangled flip phones . Then I could post on Space Page...or is that Face Page ..or Face book....I am too old for this.. None of this is the animals' fault. This is about a totally irresponsible pet owner. Such people claim to be animal lovers . If they cared a whit about Fluffy, they would not let him out to get eaten by coyotes, pick up parasites or get run over by a car. Nope , these people are animal collectors ....big difference . They own the animal much like they own a Ford pickup or an instant pot or maybe a Grand Torino . So there you have it. For these neighbors, life is about to become very expensive . Fluffy and Fido are going to be very expensive . I can now clean up Fluffy's crap, pee and other bodily fluids with a sense of satisfaction.My sweetie feels a bit better now and she's back to making me those morning glory muffins with my coffee. Recipe is on Pintrest folks ...just reduce the cinnamon a tad. It gives me gas. This whole Fluffy and Fido thing ...this too shall pass. Just like the muffins . My grandson says I should just chill. I told him I just put on a sweater because my circulation bad.

That's cruel to keep a large dog in a place like that. They need space to run, which I imagine is why they let it run. Just because they look mean doesn't mean prove they are mean dogs. Actually, my experience with Rotts has been very good. They do look impressive to someone who might want to do you harm though. You could go talk with the police and ask why they're not doing anything and what it will take. I'd ask them to verify the animals are properly vaccinated, especially since they're running loose. If they turn them loose immediately after the police leave, tell them that, and ask them to stop back 5, 10, 15 minutes later, whatever it takes. There's going to be a "hostile" environment no matter what you do. These people sound like too many irresponsible dog owners who feel that nobody should tell them what to do. I'd go for the police to verify vaccinations, actually the landlord should be taking part in this too. I'd send a letter putting the landlord on notice of the issues and that they will be held responsible in the event of a bite and especially from an unvaccinated animal. Is there anything in the lease? There's usually an issue of peaceful enjoyment of property that can result in someone withholding rent. If the renter is feeling threatened, I'd start calling the landlord *every* time. Day or night, knock on his/her door if needed. Probably start calling and knocking on the door of the neighbor too, cheerful and perky, hey you probably didn't know but your dog is loose, don't want him/her to get run over or anything! I know you'd want to know about it... I like the airhorn idea. Every time the dog is out, point it into the neighbors' place and give it a blast! But only after trying the perky approach. Are they collared and identified? If not, you could contain the animal and call animal control to pick it up, giving them a nice bill to have to pay. It's called hitting them in the pocketbook. Have they done any damage? Take them to small claims court. This requires time and effort but might be what it takes. You could also mention to them that you're putting out poison for the rodent problems and wouldn't want their dog getting into it or anything. Mail carriers used to carry a product called Halt that was for dogs. Vinegar sometimes will repel. Ammonia will to at times but might attract them to mark their territory too to override the ammonia. Chili powder can be effective, but anything like that can cause problems to people if it's breezy. Places like Petsmart & Petco carry various products but some need to be applied daily. Sometimes a shaker will repel them. Some washers in a 1# metal coffee can and shake it - makes a loud rattle and most dogs will avoid it. Some are repelled by citrus smells. A can of citrus air freshener sprayed toward them has a double effect, the hissing and the smell. Don't get it in their eyes though, it's not the dog's fault the owners are trash. There's other suggestions but again, it's not the dog's fault. The best thing of course is to get the owner to be responsible. If working with them in the spirit of a good neighbor doesn't work, then perhaps enticements might work. Some people, nothing works. Another thing is to check with the local City ordinances. How many dogs are allowed? Work on the council to do something to regulate animals. Usually helps to be close to an election for that to get some action.

I'm in Ca. each house is a little lower or higher than last house. Stair-Step style I guess you could call it. They want you to think you live on a slight hill. Anyway a neighbor's water could run onto our property so we put a drain pipe out to the street along side the house buried with a small grate at each end that's cemented around outside of pipe to carry water out of back yard & out to street. We don't get much rain here but did see about 6 inches of water round in back once long ago & most drains off. I don't see any reason you would be going onto his property. We have common walls here too, we each paid 1/2 of block wall & it's on the property line, usually there is at least 5 ft beside the house, maybe you need to put more dirt in so check with inspector to see if your property was properly graded. Our new home was a shock because day we signed the papers we came over & they had graded the back yard, high way at back & all water would run into house in storms as large patio door, sliding glass, only few inches above dirt, lucky for us they came & regraded it but we also had to do a lot more work & make it so we wouldn't have problems. I think problem is with your place not being graded properly. Guy that graded it probably didn't know a thing about grading, just thought you move some dirt around so looks ready to plant.
