Will my climbing roses ever thrive?

When we bought our home a few years ago we removed a chain link fence that was in full sun and replaced it with a cedar fence (5' board with 2' of lattice on top). Our landscaper planted climbing roses along the fence but unfortunately I think they are getting too much shade from the fence as we have gotten few if any blooms during the two seasons. I'm wondering if it is possible that they will thrive when they reach the lattice as the tops should get plenty of sun? Or if it would leave me with sad and spindly roots with few blooms on the top? I am so disappointed as they can be excellent for birds. I don't really have another place in the yard to move them to, other than a site where they really wouldn't be seen or enjoyed. If I do move them, are there non-invasive bird-friendly vines or climbers that would thrive in these conditions? This area gets maybe 2 hours of sun per day. I am in New England and this pic is from Feb, if that matters.
