Any Way to Keep Pavers in Place When They Are On Top of Concrete?

I like to use thin strips of pavers on top of paved concrete as a base for planters. Over time I would expect the pavers to become disheveled and no longer line up together. For a traditional paver installation, you can buy a plastic guide rail that you nail into the paver base to provide edge support for the pavers. You cannot easily do that for pavers on top of paved concrete, and even if you could it would not look very good. Can anyone think of a product that might provide edge support for pavers on top of paved concrete?
