Freeze damaged bark on Brazilian orchid tree?

The Brazilian white orchid tree has not recovered well from the 2 day Jan. 2017 'deep' freeze. Just a couple of stems came out from the lower trunk and they did not flourish last summer.

I'm thinking maybe the inner bark was damaged to the extent that it won't produce healthy limbs. Perhaps I should cut the trunk to the ground and see if it will sprout from the roots That it has that inclination is suggested HERE.

Does anyone have any information on this idea? It's not doing much as it is. What do y'all think?
