Paul R. Williams Georgian Colonial: replacement windows

Greetings folks! I have found this forum super helpful in the past, and would love some advice here. We are restoring a 1930's Paul R. Williams Georgian Colonial in Los Angeles and I'm at a bit of a loss re: windows on the ground floor. The original windows are HUGE double hung windows in pretty bad shape so they need replacement. It was suggested to me to replace them with wood casement windows above a fixed panel. I can't get excited about this, but I was also told that double hung wood windows are a huge pain and nobody is really doing them anymore. We need double pane for sound blockage and they will need to open, and they must be divided for aesthetics. See photos below of the "befores"
