I need help with some "F"ed up palmatum roots

I just bought a 9-foot tall 'Fireglow' knowing it would need some root surgery. Same old story-It was a deal too good to pass up. I did get a surprise when I found burlap and clay soil behind the walls of the plastic pot I just cut apart. Even with all its root problems, the tree looks quite healthy. I need help making a game plan for dealing with these roots, particularly the ones above the root flare. What you see in the picture of the trunk base is all roots. None of that stuff can be easily clawed away-it is a solid mass of tiny roots. Should I cut that stuff away until I expose the big roots, or is it too late for that? I am very happy with the size of the tree right now, so if root pruning were to cause a lack of growth, it would not bother me. I just don't want to risk weakening the tree severely.
