What could be wrong with this kumquat?

Hi, I guess I'm a citrus newbie. Back in Dec. 2014 I planted a bunch of nagumi kumquat seeds. Five of the plants that sprouted are have survived, and four are doing OK, but the fifth is just not thriving. I don't think it's grown at all so far this season (in contrast the healthiest one has grown 5 or 6 inches since May).


As you can see it's pretty scrawny and weak. If I untie it from the stake it will literally fall over.

Does anyone have any idea what I'm doing wrong? All of the kumquats are in Miracle-gro Cactus Palm and Citrus potting mix, and I use Foliage Pro for fertilizer.
