When/what is the procedure to get lawn short for Sept. over-seeding?

Zone 7(a) here. I mow at the highest setting. I plan to over-seed come September 1st, so I am looking for some tips on getting the lawn down to a desired height for over-seeding. August is hot so I would assume it is normal practice to keep it long throughout the month. So what do you guys/girls do? Bagging is not an option for me so when and how should I go about cutting it down shorter within a good timeframe without hurting lawn. And how short?

When I started my lawn from seed, I did a mix of rye, fescue, and blue grass. However, I do not like how the rye goes dormant in the high temps and shows brownness throughout lawn. In the shady areas this does not happen. Anyone recommend what to do? Should I over-seed in pure bluegrass for the sunny areas?
