You can add scripts/plugins to Gimp, such as the "Arrow Tool".

No problems running it in Linux with 4GB RAM.

I second GIMP, though it does tend to run better on Linux. Obviously non-free alternatives are easier, better, more stable, but also non-free ;)

GIMP has a terrible interface if you are used to Photoshop, but over the years I've gotten used to it. It can still be rather annoying, but it's definitely powerful.

Irfanview has been my go-to image editor for many years. Adding a few plug-ins over time has made the program more flexible for some tweaks. I love editing photos. Best features are it's free and works well with my old, old Win XP rig.

TulsaRose: I do have Irfanview, but haven't used it for photo editing; I'll also try that.

Kudzu9, I really like Irfanview and seem to learn a new trick every time I use it. I added the Paint plug-in several years ago and use it a lot for various things...adding arrows, drawing circles or squares around points of interest, adding text, etc. The "frames" option within the Irfanview program is another favorite...here's an example.
