I don't use Windows enough to say I've ever had that happen.

I've had Linux do something similar though. After coming back up after a power interruption it sometimes comes up with part of the taskbar off screen and part of the screen on the left missing.

I can't quite see the menu either. I can sometimes click blindly where I think it should be and hit it but what works best is hitting the key on the keyboard that has the Windows logo on it. That brings up the menu and I can see enough to do a proper restart. After that, the display is back to normal.

If you're able to do a restart and it comes back up still messed up, probably a Windows user will need to help you.

I've not had this happen to me but most often such irritations are fixed with a reboot. Here are a few things I would try to get to reboot(make sure to save & close everything first)

Try this Alt + F4 - This should bring the shutdown dialog.

If that didn't work, see if you have the windows key on your keyboard, click it to see if it brings up the start menu. The key looks like this - Windows Key

If that doesn't work, try moving the task bar to another location on the screen - Instructions to move task bar - Different location but you can access the shutdown button

If nothing else works, save everything & try to force a shutdown by holding the power button on your laptop.
