Especially when a cactus and succulent soil is being used, extra drainage is a must. Mix the soil and perlite about 50-50. When you are repotting, look for discolored or mushy roots. Also, figure out which way the window is facing :)

What do you mean by this:?..."There is rocks on top to keep it stood upright so it doesn't sit in the water"... Are you keeping it in water??? That's the way it sounds to me from the way you described it...

Or your container doesn't have drainage hole? That alone, using water retaining soil, will kill any succulent sooner or later. Rocks on top won't help at all.

All succulents need fast draining mix and container with drainage.

Can I add orchid bark chips to the soil as well to add extra drainage?

When I do water the soil, where the base of the aloe plant is it slumps over and lies in the soil. I don't want it to rot so I have it sort of propped up on rocks so it is not flopping over and completely lying in the soil. The container does have drainage holes and the rocks also serve as decoration.

I think the windowsill it is on is an East facing window.

East is where the sun first shows in the morning. If you get late afternoon sun, that is west. North would not be enough light, south might work. Ask someone or figure it out.

Probably best bet for you is to repot in the soil mesembs mentioned above and give the plant more light, transition into at least morning sun afternoon shade but maybe all day sun would even work. Outside would be best.

I don't know about the orchid bark.

Your plant may be rotting already if it slumps like that - you need to check the roots. Best if you take it out and clean off any existing soil. Check the roots, get rid of any dead or slimy/rotting.
