My tiny determinate already has buds - is that it?

One of my La Roma III plants already has a cluster of tiny buds forming at the top. I did a search and it seems everyone has a different opinion on whether or not to remove the buds or if it will help. I started the seeds in early April and planted out about 1 week ago.

Because it's a determinate, does this mean it's over and the plant has stopped growing? If this is all the bigger they are going to get, then I really didn't need any cages at all. Waaaa!
