More questions re: persimmons

Planted a Fuyu 2 years ago. 2017 being the second spring in my garden, it has all new foliage but I don't notice any "new" branches. Is this normal? Foliage looks healthy and green.

Stated differently, if my young persimmon tree had 10 branches last year, this year it has 10 branches again. I would have expected my young tree to have 2-3 new ones. Yes, no? I haven't counted the branches, I'm just using 10 for illustration purposes. But I am sure that however many I had last year is the same # that I have this year.
