Garden fabric

This is a two part question-

we bought a home with lovely perennial beds established, and with those beds, lovely garden fabric that is now falling apart, rolling up etc. (ineffective in doing its job) last fall I pulled about 50% of it up doing my yard clean up. Weeds are a tangled mess underneath. Should I just yank up the rest at this point and mulch? Is that sufficient in weed control. I live in northern Maine where we are on a ten day rain stretch and all I'm seeing for growth are weeds!


mulch- the bottom layer of mulch is almost white and moldy (red mulch). It would be some work due to the size of our gardens but should we remove the old mulch and start fresh? Any suggestions? The weeds take over!
